Vienna in the early 1950s: During the allied occupation of Austria, Vienna was divided into British, French, Soviet and American sectors with the first district being declared an international zone where the occupying forces changed monthly.
This rather unstable system allows lowlifes like Georgi Maniu and Boris Kosthoff to emerge and profit from the situation. They cooperate mainly with the Soviets: In exchange for smuggling cigarettes, Maniu and Kosthoff should deliver so-called enemies of the USSR who live in the other sectors of the city.
